Die Beteiligung externer Interessen im vorparlamentarischen Gesetzgebungsprozess
»Hearing and Consultation«
In Switzerland external interests are traditionally consulted in the preparation of draft laws. The study analyses history, legal bases and objectives of the consultation procedure and compares it with the hearing of associations in Germany and the consultations of the European Commission. The comparison shows that the more transparent and representative the process of consultation is, the better the objectives of the consultation as generating information and testing the feasibility of the bill can be fulfilled.
